Tooting Builders SW17 Who Price the Whole Job, Not Just the Build

A Tooting extension costs more than the building work, and a good quote says so from the start. Alongside the build there are consent fees, structural and building control costs, party wall work and — on larger schemes — the council’s Community Infrastructure Levy.

Most of these are modest. One of them is not, and on a big SW17 project it can reach five figures by itself.

The One That Catches People: Wandsworth’s Community Infrastructure Levy

Wandsworth charges a Community Infrastructure Levy on new floorspace. The council approved its charging schedule on 11 July 2012 and it has been in effect since 1 November 2012, so this is not new — but it is routinely left out of quotes, and two features of it surprise homeowners.

First, there is a threshold, and it is the number that decides whether you pay anything at all. Under the CIL regulations, development creating less than 100 square metres of new gross internal floorspace is exempt — unless it creates a new dwelling, in which case the exemption does not apply at any size. A typical single-storey rear extension sits comfortably below that line. A large wraparound with a loft, or a scheme that adds a self-contained flat, may not.

Second, the rate is indexed, and it has moved a long way since 2012. The published schedule sets a headline residential figure for the general area of the borough, which covers Tooting. That figure is not what you pay. Wandsworth applies national indexation and republishes an Annual CIL Rate Summary each year, and the indexed rate is now substantially higher than the 2012 number — by a margin most people would call significant rather than marginal.

So if someone quotes you the headline rate from the charging schedule, they are quoting a figure from over a decade ago. Always check the current year’s rate summary. On top of the council’s charge, the Mayor of London levies his own CIL as well.

Two practical points worth knowing. Wandsworth operates an instalment policy, so a large liability need not be paid in a single lump. And the levy is calculated on net additional floorspace, which means existing floorspace being demolished and replaced can be deducted — a detail that materially changes the sum on some schemes and is worth getting right at design stage rather than after the liability notice arrives.

The Rest of the Non-Build Costs

None of these is dramatic on its own. Together they add up to a figure worth knowing in advance.

  • The planning application fee, where consent is needed. Set nationally and revised periodically, so check the current amount on the Planning Portal fee calculator rather than relying on a figure someone quoted last year.
  • Building control. Either the council or an approved inspector, charged separately from the build, and covering plan checks as well as site inspections through to final certificate.

Why Party Wall Costs Land Harder in SW17 Than Almost Anywhere

A mid-terrace project typically touches two neighbours rather than one. The controllable part is timing. Notices served early, with a proper explanation, are usually agreed. Notices served late, once scaffolding is up and the neighbour feels presented with a fait accompli, are where disputes and costs come from. And Before Any of That: Do You Need Permission at All?

A good deal of Tooting retains full permitted development rights, which keeps both the fee and the timescale off the project entirely. But parts of SW17 sit within designated areas where those rights have been withdrawn, and the restrictions are not identical between them.

It depends on how much new floorspace you are creating and whether it forms a new dwelling. Below the regulations’ threshold, and not creating a dwelling, no charge arises.
