Hendon Builders NW4 for Extensions, Lofts and Article 4 Streets
Two houses on opposite sides of the same Hendon road can operate under completely different rules. On one, a porch, a garden wall and a new roof window are ordinary jobs you simply get on with. On the other, all three need planning permission.
That is not a quirk of interpretation. It is what an Article 4 direction does, and Hendon has one that reaches further than most.
What The Burroughs Direction Actually Takes Away
Article 4 directions are usually narrow. A council removes one or two rights — front windows, say, or painting a rendered elevation — and leaves the rest intact. The Hendon The Burroughs direction is not like that.
It covers two mapped areas, and the national planning register records the second of them as running from 21 July 1987. Barnet has since translated the original wording into current permitted development classes, and the list of what has been withdrawn includes:
- Enlarging, improving or otherwise altering the house — which is the class most extensions sit under.
- Any other alteration to the roof — covering rooflights and dormers as well as recovering.
- Erecting a porch outside any external door.
- Buildings, enclosures and pools within the curtilage — garden rooms, outbuildings, garden offices, sheds of any consequence.
And it continues from there, through hard surfacing, gates, walls and fences, satellite and aerial equipment, and further classes besides. In plain terms: most of what a homeowner would normally treat as automatic has been brought back under the council’s control on these streets.
The practical effect is that there is no small job inside the direction. A garden office and a rear extension follow the same route — a full application, assessed against conservation policy, with the time and fee that implies. Builders unfamiliar with NW4 routinely start work on the assumption that a porch or an outbuilding is permitted development. On these streets it is not, and enforcement is the council’s to pursue.

Church End, and Everywhere Else
Hendon has a second designated area. Hendon Church End is a linear conservation area running from Church Road up to Watford Way, with St Mary’s parish church at its centre — Grade II* listed, and standing on the site of a church recorded here before 1080. It sits at the top of Greyhound Hill, and the name Hendon itself, meaning roughly ‘at the high down’, refers to this spot rather than to the modern town centre. Several buildings within it belong to Middlesex University.
Different area, different appraisal, different considerations. Being in one tells you nothing reliable about the other.
And a great deal of NW4 sits inside neither. Those streets — largely interwar semi-detached and detached housing on generous plots — retain their full permitted development rights, which makes them among the more straightforward places in north London to extend. The difficulty is not that Hendon is restrictive. It is that Hendon is inconsistent, and the boundaries do not follow anything a homeowner would intuit from looking at the street.
Thinking of Letting It Out or Converting?
Worth flagging separately, because Hendon’s proximity to Middlesex University makes it a common plan here.
Since 29 May 2016, planning permission has been required anywhere in Barnet for a change of use from a dwelling house to a small house in multiple occupation. That is borough-wide — not restricted to conservation areas, not restricted to particular streets — and it applies regardless of how modest the conversion is.

The Houses Themselves
Outside the two conservation areas, most of NW4 went up between the wars — semi-detached and detached, cavity built, with side access and plots that allow building out as well as back. It is forgiving stock to work on and it takes extensions well.
Rear and wraparound extensions are the staple, and where the plot allows going both out and sideways the difference to a ground floor is transformative. Loft conversions suit the interwar roof form, hip-to-gable especially, since the hipped end on a semi wastes usable volume. Whole-house renovation — rewiring, replumbing, heating, insulation, layouts, kitchen, bathrooms, joinery — is common on houses held by one family for decades with little done since.

How We Price It
There is no useful per-square-metre figure for Hendon, because the same extension on two nearby houses can involve entirely different consent work. One is permitted development and starts in weeks. The other is a full application with a heritage statement and a determination period in front of it.
So the first thing we establish is which of those you are. What follows is a scope written down and broken into items, a price fixed against that scope, and an allowance for the unknowns declared as a line you can see rather than folded invisibly into the margin. You pay a modest deposit, then in stages as work is genuinely finished, then the balance at handover. Not a large sum up front, and not in cash.

The single most consequential fact about a Hendon project, and it is not obvious from the street. The Burroughs direction covers two mapped areas with defined edges. Inside them, ordinary jobs need applications. Outside, they do not.
Does my plan count as an HMO?
If you are converting for multiple lettings anywhere in Barnet, permission has been required since May 2016. It catches people who assume the borough-wide rules stop at the conservation area boundary. They do not — this one runs everywhere.
Is the builder quoting for the application as well as the build?
In a designated part of Hendon the consent work is a real cost and a real timescale. A quote that covers only construction is not comparable with one that covers drawings, heritage statement, submission and determination. Check what you are actually comparing.
